Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, diplomatic battles are fought: optimistic declarations are delivered from various governments. Considerable effort is expended on containing particular approaches. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor rocket firings from enemy soil, a capability provided through timely intelligence. From observation points, military aircraft that had been deployed to intercept incoming aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by European allies.
Moments later, Kyiv's air-defence systems activated: several firings deployed against a hostile projectile. This was a modern interception technology at work, presumably provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly becomes resigned acknowledgment: perhaps the hostile projectile won't cause damage this time, sparing the city from devastation and another blackout.
Ongoing Risks
Following this, a heavy machine gun opened up on a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Unfortunately, the bullets missed the opposing UAV – it maintained course toward its target.
Intermittently, this continued until dawn. Kyiv greeted the early updates: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours demonstrated Ukraine's vital need on Western support – a need that regional partners are clearly incapable to fill in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, persist.
Tactical Assessments
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a premise understood by experienced diplomats: you cannot win at the negotiating table what you have been unable to protect through force. The White House presumes that it is unfeasible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does minimal to deter Moscow, through diplomacy or military means, from assuming that the status quo will not change more in its advantage in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still endure, slowly losing people and territory but preventing a entire defensive failure until circumstances change in its benefit.
Existing Situation
Realistically, there are no genuine requirements for a truce. Now, individual motivations are coming into play: political desires to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their focus does not move to internal issues. And although their task will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.
These opposing factors are guiding negotiations.
Assessment and Future
It took a just a single week to kill the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, primarily depend on continued Western support.
